1. Preheat oven to 350-degrees. Prepare a large baking sheet by lining it with parchment paper. Whisk together flour, cocoa powder, baking soda, and salt. 2. Using an electric mixer, beat the butter and sugar until fluffy. Add eggs and vanilla extract, and beat the mixture until well combined. Stir in the flour mixture to form a stiff dough. Mix in the chocolate chips, using your hands if necessary to combine. 3. Divide the dough in half and flour your hands. Form the dough into two flat logs on the baking sheet, about 12 inches long, 4-6 inches wide, and two inches thick. Sprinkle with powdered sugar. Slice the biscotti before baking or wait until after, according to preference. 4. Bake for 30-35 minutes, checking at the 30-minute mark. Cool on the baking sheet for 5 minutes. 5. Transfer the biscotti to a cutting board and cut diagonally into even slices. Arrange the biscotti on a baking sheet and bake for an additional 10 minutes, or until crisp. Cool on a rack before serving.
